16.5     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on GENERAL PLAN AMENDMENT NO. 716 (GPA00716) - EA 39758 - Riverside County Initiative - ALL Supervisorial Districts - Eastern Coachella Valley, Elsinore, Harvest Valley/Winchester, Jurupa, Lake Mathews/Woodcrest, Mead Valley, The Pass, Reche Canyon/Badlands, REMAP, San Jacinto Valley, Southwest Area, Sun City/Menifee Valley, Temescal Canyon, and Western Coachella Valley Area Plans, plus Countywide policy amendment - REQUEST: (1) Amend the Temescal Canyon Area Plan by amending the boundaries of the East Temescal Hillside Policy Area so as to exclude the 80-acre property in the northwesterly corner thereof, identified as Assessor's Parcel Number 283-210-001.  (2) Amend the Land Use Element by establishing a new overlay designation, Closed Landfill Overlay, and adding a definition.  (3) Amend the land use designations of various properties (up to 684 parcels containing 10,052 acres in fourteen Area Plans).  Recommendation of Planning Commission for adoption of negative declaration for EA 39758 and tentative approval of General Plan Amendment No. 716 in accordance with exhibit, with the following modifications: exclusion of the northerly parcel on Exhibit LMW-1; exclusion of Site G on Exhibit WCV-4; exclusion of the sites depicted on Exhibits WCV-5 (deferral without prejudice), EL-4, and EL-5; Medium (instead of High) Density Residential for the sites depicted on Exhibit SCM-7; exclusion of the area not presently zoned commercial on Exhibit P-3; and Rural Residential (instead of Estate Density Residential - Rural Community) for the sites on Exhibit SW-2 accessed by Kapalua Way.  [The Planning Department recommends that your Board open the public hearing and consider public testimony, then continue for three weeks to allow Airport Land Use Commission review of four sites in MeadValley.]

 

16.6     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on GENERAL PLAN AMENDMENT NO. 717 (GPA00717) - EA 39759 - Riverside County Initiative – 2nd & 3rd Districts - Sun City/Menifee Valley and Temescal Canyon Area Plans (original proposal also included San JacintoValley and Southwest Area Plans, and a Countywide policy amendment).  REQUEST (items considered by Planning Commission): (1) Amend the Sun City/Menifee Valley Area Plan text by adding policies relating to buffers between residential development at densities greater than two dwelling units per acre and residential development at densities less than or equal to two dwelling units per acre and buffers between residential and commercial/industrial development, policies prohibiting off-site advertising signs (billboards) within 660 feet of scenic highways as depicted in the Plan document, and other policies relating to development in scenic corridors.  (2) Amend the designation of a 41.11-acre area located easterly of Temescal Canyon Road and northerly of Cajalco Road in the Temescal Canyon Area Plan from Light Industrial and Open Space - Mineral Resources to Light Industrial and Public Facilities.  General Plan Amendment No. 717 initially included six other site-specific land use designation changes between designations in differing Foundation Components.  These proposals were removed from Planning Commission consideration pursuant to a directive from the Office of CountyCounsel and cannot be approved at the November 9 Board of Supervisors public hearing.  Recommendation of Planning Commission for adoption of a Negative Declaration for EA 39759 and tentative approval of General Plan Amendment No. 717 as modified to include only Exhibit G (Sun City/Menifee Valley Policies) and Exhibit F as modified to include only the change to Public Facilities on 0.69 acres, with exclusion of Exhibits A through E, and accepting the withdrawal of Exhibits H and I.
