15.2     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on SPECIFIC PLAN NO. 260, AMENDMENT NO. 2/CHANGE OF ZONE 7195/TENTATIVE TRACT MAP 34118/ TENTATIVE TRACT MAP 34600 - MR-27 – Albert A. Webb Associates & Hunsaker & Associates - Homeland, Romoland, and Winchester Zoning Areas – Harvest Valley / Winchester Area Plan – 5^th District.  Recommendation of Planning Commission for adoption of a negative declaration for Environmental Assessment No. 40275; Tentative Approval of  SP 260 Amd. 2, to 1) divide and re-designate Planning Area 7 from Business Park to Medium High Density Residential (Planning Area 7A) and High Density Residential (Garden Courts – Planning Area 7B); 2) re-designate Planning Area 10 from Low Density Residential to Community Park; 3) combine Planning Area 48 (Community Center) into Planning Area 20 (Community Park) to become Community Park / Center, and re-designate Planning Area 23 into High Density Residential (Planning Area 23A – Garden Courts) and Commercial (Planning Area 23B); 4) increasing the maximum number of dwelling units by 312 from 2,503 to 2,815 by shifting land uses from commercial land uses to residential land uses; and 5) minor modifications to various planning area boundaries; Tentative Approval of CZ 7195, to modify the Specific Plan zoning ordinance in accordance with the proposed land use designation changes; Approval of TTM 34118, Schedule A, to subdivide 27.58 acres into 85 single-family residential lots with a minimum lot size of 4,000 square feet, 87 garden court condominium units on one common lot, 1 clubhouse, 1 pool, and 2 parks for an overall density of 6.24 dwelling units per acre; and, Approval of TTM  34600, Schedule A, to subdivide 18.3 acres into 153 condominium units on one common lot, one recreational center and one pool for an overall density of 8.36 dwelling units per acre.

 

15.3     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7267/TENTATIVE PARCEL MAP 33596 - Sue Keller – VSL Engineering - Rancho California Zoning Area – Southwest Area Plan – 3^rd District.  Recommendation of Planning Commission for adoption of a negative declaration for Environmental Assessment No. 40610; Tentative Approval of CZ 7267, to change the zone from Residential Agricultural – 5 Acre Minimum (R-A-5) to Residential Agricultural – 2 Acre Minimum (R-A-2); and, Approval of TPM 33596, Schedule H, which proposes to subdivide 9.3 gross acres into four residential lots with a minimum lot size of two acres.

 

15.4     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7467/TENTATIVE PARCEL MAP 33722 - John Pourkazemi - Rancho California Zoning Area – Southwest Area Plan – 3^rd District.  Recommendation of Planning Commission for adoption of a negative declaration for Environmental Assessment No. 40564; Tentative Approval of CZ 7467, to change the zone from Rural Residential (R-R) to Residential Agriculture – 5 Acre Minimum (R-A-5); and, Approval of TPM 33722, Schedule H, which proposes to subdivide 27.07 gross acres into four residential lots with a minimum lot size of 5 acres.
