15.4     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7326 / TENTATIVE PARCEL MAP 34282 - David Hinrichs – Jim Geyer - Rancho California Zoning Area – Southwest Area Plan, 1^st District.  Recommendation of the Planning Commission for adoption of a mitigated negative declaration for Environmental Assessment No. 40740; Tentative Approval of ZC 7326, to change the zone from Residential Agricultural – 10 Acre Minimum (R-A-10) to Residential Agricultural – 5 Acre Minimum (R-A-5); and, Approval of TPM 34282, Schedule H, to subdivide 10.18 gross acres into two lots with a minimum lot size of 5 acres.

 

15.5     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7454 / TENTATIVE PARCEL MAP 33660 – CEQA EXEMPT - CLE Engineering, Inc. - Good Hope Zoning Area – Mead Valley Area Plan, 5^th District.  Recommendation of the Planning Commission for Tentative Approval of ZC 7454, to change the zoning from Rural Residential (R-R) to Residential Agricultural – 1 Acre Minimum (R-A-1); and, Approval of TPM 33660, Schedule H, to subdivide 4.3 gross acres into four (4) parcels with a minimum parcel size of 1 gross acre.

 

15.6    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7520 – CEQA EXEMPT - County Initiative - Rubidoux Zoning District – Jurupa Area Plan, 2^nd District.  Recommendation of the Planning Commission for Tentative Approval of ZC 7520, to change the zoning classification for 27 commercial lots from Rubidoux – Village Commercial (R-VC) to One-Family Dwellings (R-1) for consistency purposes.  This proposal is a county initiated change of zone to permit the development of single-family dwellings consistent with the existing Community Development: Medium High Density Residential (CD-MHDR) (5-8 Dwelling Units Per Acre) General Plan Land Use Designation encompassing the subject parcels. 

 

15.7    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on Fast Track Tentative PARCEL MAP NO. 33691 (FTA 2007-21) – NO NEW ENVIRONMENTAL DOCUMENTATION REQUIRED - French Valley Industrial Development, LLC – Temecula Engineering Consultants - Rancho California Zoning Area – Southwest Area Plan, 3^rd District.  Recommendation of Planning Commission for Approval of Fast Tract TPM 33691, Schedule E, to subdivide 82.07 gross acres into eleven (11) industrial parcels, one (1) parcel for a sewer lift station, two (2) open space lots for an existing easement, and three (3) open space lots for MSHCP conservation.

 

15.8     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on Appeal by the Applicant of the Board’s Receive & File Action of the Planning Commission’s Decision to DENY CHANGE OF ZONE 7584 / CONDITIONAL USE PERMIT NO. 3570 - CEQA EXEMPT – Jong’s Riverside, LLC/Matthew Cotton -Integrated Waste Management Consultant and Vector Engineering, Inc – Lake Matthews Zoning District – Lake Matthews/Woodcrest Area Plan – 1^st District.  Planning Commission denied ZC 7584, which proposes to amend the text of Ordinance No. 348, Article XIII, Section 13.1, or more specifically the Light Agriculture (A-1) zoning classification to allow for the processing of poultry waste products, the packaging of poultry waste products and the marketing of poultry waste products produced on the property provided a Conditional Use Permit (CUP) is approved by the Riverside County Planning Commission subject to Section 18.28; and denied CUP No. 3570, which proposes to legalize an existing, non-permitted, poultry waste management and distribution facility that currently operates within 37,200 square foot unpermitted structure.  Planning Staff recommends to bifurcate the change of zone and conditional use permit and to deny both.  (1.13 a&b of 2/26/08)
