3-13     TRANSPORTATION & LAND MANAGEMENT AGENCY/TRANSPORTATION:  State Route 79 (SR-79), Winchester Road, Phase 2 road widening project between Thompson Road and Scott Road and intersection improvements at Newport Road in the French Valley area:  Approval of four addenda to the specifications and plans; Acceptance of the Low Bid and Award of Contract to Skanska USA Civil West California District, Inc.; Authorize the use of Proposition 1B bonds funds for the project; and Approval of the Project’s Proposed Budget, 3rd/3rd District.
