Recommendation of Planning Commission for Certification of the Addendum to Environmental Impact Report No. 225; DENIAL of SP229A1 as proposed to amend the existing 938 acre Specific Plan formally known as HB Ranches. (1) The Boulder Springs amendment proposes to reduce the minimum lot size of the Specific Plan to 12,000 square feet from 20,000 square feet; (2) increases open space from 92 acres to 212 acres; (3) add over 4 miles of multi-purpose trails and an equestrian under-crossing at Cajalco road; (4) add approximately 8 acres of community parkland; (5) relocates the school site from the northeast corner of the plan to a central location in the north portion of the project; but, TENTATIVE APPROVAL of SP229A1 limiting development of the project to 1,322 dwelling units with a ½ acre minimum lot size; DENIAL of Change of Zone 6681 to change the site’s zoning from R-A-20,000, CPS, R-A-5, R-5 and W-1 to SP; but, APPROVAL of Change of Zone 6681 from R-A-20,000, CPS, R-5, R-A-5 and W-1 to SP consistent with the above recommendations.
