STATEMENT OF ECONOMIC INTEREST (Form 700)

 

WHY FILE A FORM 700:

The Political Reform Act prohibits a public official or employee from using his or her position to influence a government decision in which he or she has a financial interest. Government Code section 87300 requires local government agencies to adopt and promulgate a Conflict of Interest Code identifying officials and employees required to file statements of economic interest based on the positions they hold. A local government agency, as defined by Government Code section 82041, includes the County of Riverside.

Specified Officials per your Conflict of Interest Code must file their Form 700 with the Clerk of the Board of Supervisors. All other staff required to file per your Conflict of Interest Code must be date-stamped and maintained by the department or agency.

The following County Elected and Appointed Officers, identified in California Government Code Section 87200, file Statements of Economic Interests (Form 700’s) directly with the office of the Clerk of the Board of Supervisors:

  • Board of Supervisors: Kevin Jeffries, Karen Spiegel, Chuck Washington, V. Manual Perez, Yxstian Gutierrez
  • Chief Executive Officer: Jeff Van Wagenen
  • County Counsel: Minh Tran
  • District Attorney: Michael Hestrin
  • Planning Commissioners: Shade Awad, Marissa Gruytch, Guillermo “Bill” Sanchez, Romelio Ruiz
  • Treasurer/Tax Collector: Matt Jennings

Each department or agency has a Conflict of Interest Code that designates which employees must file a Form 700 ("Code Filers"), and includes information regarding disclosure categories.

Each even-numbered year, Government Code section 87306.5 requires the County of Riverside review its Conflict of Interest Code and make appropriate revisions, if necessary.

REQUIRED TYPES OF FILINGS:

  • Assuming Office filing
  • Annual filing
  • Leaving Office filing

 

The Annual Form 700 https://www.fppc.ca.gov/Form700.html covers January 1 through December 31 of the previous calendar year unless otherwise noted.

 

WHEN TO FILE A FORM 700:

When assuming a position that requires a Form 700 filing, you’re required to file an Assuming Office filing within 30 days of assuming the position.

Once you assume your new position, you’re required to file an Annual filing each year between January 1st to April 1st.

When you leave a required Form 700 filing position, you’re required to file a Leaving Office filing within 30 days of leaving the position.

 

WHAT HAPPENS IF I DON’T FILE MY FORM 700:

Any person referred to the FPPC's Enforcement Division for not filing is subject to a late fine of $10 per day per position up to $100 for each day the statement is late.
